What is this piece of horse tack called?
It is the chain like strap that connects from the horses head to the breast collar so the horse's head cannot move up.
People use it in dressage a lot but I can't remember for the life of me what it is called
Are you thinking of a martingale?

What you're describing could sound like a fixed rather than running martingale, but you also have running reins which connect from the breastplate through the bit rings to the rider's hands.

People do use martingales in dressage for training (although I personally wouldn't because it leads to habits from your side) but they're much more common in jumping.

What are your pet peeves of the horse world?
Mine are:
When kids are jumping heights that they are not ready to do safely
When people use certain pieces of tack without knowing much about them or using them just for looks
When people use stronger bits to cover up a problem with a horse's training or rider's knowledge/skill level
Backwoods hicks that use tack which does not fit their horse at all, causing it pain
Using dirty tack at horse shows lol
To sum up what BYBhunter said in more a concise way, the "MiekoMama"'s of the world. They're more than a pet peeve to me, but that's what bugs me the most.
