Stand Rack Double

Is this a good drum set?

It doesn't look all that bad. The cymbals might not sound real good, but you never know. I've never heard of this brand of drums before. But it does come with all the stuff you'll need.
Unless you're an advanced drummer, I don't think you'll be able to tell that much difference.
I know you got some old drums from a friend of your parents.
If those drums are like Ludwig, Tama, or Pearl you'd be better off buying the stuff I told you about in your other question and upgrading the old set because those are top name drum brands and probably would sound better in the end.
You wouldn't believe what I used for a drum set when I was in my late teens, doing the drums for my own recording sessions in which I played all the instruments.
My bass drum was from Sears and had a hole in the head.
I had a bunch of old cymbals with cracks and chunks taken out of the sides. I had some old tom from some company called berkeley and a Camco snare. with really cheesy hardware. It did the job, though. If you didn't see them it sounded OK.
So as a beginner, I think you'll be fine with either option.

Where should I place my hi-hat?
I have a snare, bass drum, floor tom, and three rack toms. Two of my rack toms are attached and on top of my bass drum. The smallest of the three (10") is attached to my boom stand which has a crash on it. Problem is, my smallest rack tom gets in the way of my hi hat. Where should I place it? By the way I have a double pedal and usually one of the legs of my hi hat stand goes over the pedal, but this cannot be done with my 10" tom in the way.
You have to have a high hat. You don't have to have your smallest tom. If you really can't just scoot the high hat over a bit, I'd loses the small tom.
