What kind of snake is black with red horizontal stripes?
I live in Washington and I see these little guys all over the yard.They're usually around a foot long, black with red horizontal stripes and light underbellies.
Washington state or D.C.? If state...which part of WA state would help too...we have very different habitats all over. It could be a sharp tailed snake. They are tiny averaging under a foot but maxing out at 14 to 15 inches. There are also color phases of both the Common Garter ( both the red spotted and the Valley"T.S.Fitchi" ). AND also the northwestern Garter- Redstriped Morph. A more precise location would assist in a positive ID. And is there a dorsal stripe of another color down the center of the back? Or on the sides?

Are there red and black snakes in north carolina that spread thier head like a cobra?
I was walking home from school and I steped over a small snake. I looked back and it was red and black, about a foot long, and it spread it's head like a cobra. I live in north carolina. Does anyone know what it was, and is supposed to be in this state?
Yup, definitely an eastern hognose. I have one that matches your description perfectly. They also occasionally play dead, but it's rare in captivity. And I finally got mine to eat mice, but it wasn't easy.
Went for a run, and then caught a 5 foot black snake. Interesting day.
